UGANDA, Kampala | Real Muloodi News | The Ministry of Lands and the Uganda Law Society (ULS) has announced that the government will adopt a more effective express land transfer system to increase the mortgage turnover rates.
At present processing, a land title can take 3-4 weeks, even longer in some cases. With the adoption of online technology, the Ministry will process land titles within as little as 2 hours.
According to the State Minister, Mr Sam Mayanja, citizens can pay a small service fee for express land transfer services. He explains:
“We can get a mortgage done within 2 hours by paying a little extra, we think you can get 5000 mortgages in a day.”
Supporting Mr Mayanja, the ULS’s President Pheona Nabasa Wall said that the banks could accelerate this process by paying a little more, increasing the revenue to support the effort.
Additionally, the digital land management information system can assist in resolving issues relating to the environment. Judith Nabakooba, representing the Ministry of Lands, explains:
“We have been grappling with the environment, and we are saying if all the protected areas can be given to the people in the land management information system, then as you apply for a title definitely a red button will appear,” she said.
The Ministry is also looking to widen the jurisdiction of the Chief Magistrate to handle land matters up to 200 million shillings.
ULS also outlined practical recommendations that the government can utilise to solve some of the operational issues faced by the Lands Ministry:

- Overhaul administration of Ministry of Lands and create new structures
- Reinstate District Land Tribunals and equip them through training
- Establish an on-line land registration system to increase accessibility to registration and land transfer services.
- Create an interlink with between other government departments and ministries, like the National Registration and Identification Authority (NIRA) to fight impersonation
- Increase the number of Registrars of land titles from the current 30, which ULS describe as too low to serve all of Uganda.
