IGG to Audit High Rise Building Owners in Wakiso

UGANDA, Wakiso | Real Muloodi News | The Inspectorate of Government (IGG) intends to use Wakiso District as a case study to investigate if there is a relationship between public funds abuse and the high rise buildings during the Covid-19 lockdown.

During a meeting with officials in Kampala that took place a week ago, Honourable Betty Kamya, the Inspector of Government, said that her office is aware that there are high-rise buildings, which came up in places such as Najjera, Kira, Nansana, and Kyengera.

Mr. David Makumbi, the Director Ombudsman Affairs, added that the IGG will sensitise Wakiso District leaders ‘on corruption and how we can fight it.’

Betty Kamya also asked the Wakiso District chairperson, Matia Lwanga Bwanika to join forces with the Resident District Commissioner of Wakiso, Justine Mbabazi, the town clerks, physical planners and engineers to identify ‘the people behind the high-rise buildings which were constructed during the lockdown.’

At the same meeting, the lifestyle audit campaign was launched. Hon Kamya revealed that her office has pointed out two hundred civil servants across the country who will be subjected to the audit.

The goal of the audit will be to find out “whether they under-declared their wealth because we have realised that many officers under-declared their wealth and put other property and money accounts in their children, wives and housemaids’ names.”

The IGG has further advised the Wakiso District officials to make good use of the Whistle Blowers Protection Act of 2020 and implement it. A whistleblower is entitled to nine per cent of the money recovered from the guilty corrupt public official.

“Right now, preparations are going on to give Daily Monitor their share, which gave us information about USh9 billion recovered from the Ministry of Agriculture, and any time we shall be giving them their five per cent as whistleblowers,” said Hon Betty Kamya .

Mr Bwanika, the Wakiso District chairperson called upon the IGG to train local government leaders ‘because sometimes civil servants do things without knowing that they are promoting corruption.’

The recently appointed Chief Administrative Officer (CAO) of Wakiso District, Mr Alfred Malinga, said that the few days he has spent in office reveal that corruption has been going on.

He says, ” I received calls from people asking me as if I am in the position to manage issues which I think revolve around corruption.”

He also exposed that there could be an ‘invisible hand’ which overpowers the powers and duties of a CAO in the Wakiso District.

“If those things continue even during my term of service, I will request for a transfer and leave Wakiso for the invisible hands,” Mr Malinga said.

Ms Mbabazi, the Resident District Commissioner (RDC), said that political leaders almost take on all the burden when things don’t turn out well when fighting corruption in Wakiso.

“Some of our accounting officers are being used by some of our political leaders, who ask for money before passing any budget and other government projects…Even RDCs keep on receiving intimidation, mostly from political leaders and other people while monitoring government projects,” she said.
