State House Anti-Corruption Unit Clears NWSC Deputy MD of Land Grabbing Allegations

UGANDA, Iganga | Real Muloodi News | The State House Anti-Corruption Unit (SH-ACU) has refuted claims of land grabbing against Dr Sylvia Alinaitwe Tumuheirwe, the Deputy Managing Director (MD) of the National Water and Sewerage Corporation (NWSC), and her husband, Prof Henry Alinaitwe Mwanika.

The dismissal comes in response to accusations made by Irene Nalwoga, who alleged that the couple unlawfully demolished her property in Katabi, near Lake Victoria.

In a widely circulated video, Nalwoga accused Dr Tumuheirwe and her husband of not only destroying her home but also erecting a fence around the property before demolishing it without proper legal authorisation.

However, the SH-ACU’s investigation into the matter revealed a different narrative, contradicting Nalwoga’s claims of neglect by state institutions.

According to the SH-ACU’s statement, Nalwoga had submitted a petition dated August 30, 2021, alleging mismanagement of her case against Tumuheirwe for encroaching on her land to the Kisubi Police officers.

The investigation into her claims uncovered a series of intricate land transactions and disputes surrounding the property in question.

The SH-ACU’s findings revealed that Nalwoga’s acquisition of the land was under scrutiny. On January 5, 2021, she purportedly purchased the land, known as a “kibanja,” from Ms. Barbara Alapo, who had obtained it from Charles Kyagaba, a figure entangled in various land fraud cases.

The land dispute escalated when Dr. Tumuheirwe and Eng. Mwanika Alinaitwe laid claim to the land, asserting ownership with a certificate of title for an area encompassing Nalwoga’s kibanja.

Further investigation unveiled that the land in question was part of the estate of the late Henry Kyobe, managed by the Administrator General.

However, the Administrator General disclaimed any knowledge of Ms. Barbara’s ownership of the kibanja or consent to its sale, deeming the transaction unlawful per Section 35 (1a) of the Land Act.

Additionally, local authorities, including Mr David Kasujja, the LC1 Chairperson of Bugiri-Kiwulure Village, refused to endorse a land sale agreement presented by Nalwoga and Ms Barbara due to uncertainties regarding land ownership.

The SH-ACU’s inquiry into the matter led to the involvement of the Director of Public Prosecutions (DPP), who found no misconduct by the Kisubi Police officers in handling Nalwoga’s case.

Contrary to Nalwoga’s assertions of being ignored by state institutions, the SH-ACU’s statement asserted that she had received institutional support

The SH-ACU suggested that the matter would be more appropriately resolved in a civil court due to its nature.
