Tororo District Engineer Arrested for Embezzlement of Funds

UGANDA, TororoReal Muloodi NewsThe Tororo District Engineer, Charles Malinde, has been remanded to Luzira Prison after being arraigned before the Anti-Corruption Court in Kampala on charges of causing financial loss, false accounting, and embezzlement of money and property allocated for the construction of the Kagera Bridge.

Chief Magistrate Moses Nabende presided over the court proceedings.

Malinde has been charged with four counts related to his role as a Force Accountant Manager and Project Manager for the construction of the Kagera Bridge in Tororo Municipality during the 2021/2022 financial year.

It is alleged that between November 2021 and April 2022, he neglected his responsibilities, causing a financial loss of USh16,560,000 to the Tororo Municipal Council.

In addition to the financial loss charge, Malinde is accused of embezzlement. In February 2022, he allegedly stole USh3,000,000, which he accessed due to his position.

Furthermore, between November 2021 and December 2013, it is alleged that he stole 48 pieces of 900mm and 600mm concrete culverts, valued at USh9,600,000, which belonged to the Tororo Municipal Council.

False accounting is another charge brought against Malinde. In February 2022, while serving as the Senior Assistant Engineering Officer and Project Manager of the Kagera Bridge Construction, he allegedly provided a false statement of accountability.

Specifically, he submitted a receipt from Subway Service Point falsely claiming it was issued for the supply of food to workers at the Kagera Bridge.

However, the Tororo District Engineer pleaded not guilty to all charges brought against him.

The prosecution, led by Nicholas Kaboya, informed the court that investigations in the case are complete and requested a hearing date.

As a result, Malinde has been remanded to Luzira Prison until May 23rd, 2023.
