Finance Ministry and Local Gov’t Disagree on Creation of Kabale City

UGANDA, Kabale | Real Muloodi News | A disagreement has emerged between Henry Ariganyira Musasizi, the State Minister of Finance for General Duties, and Raphael Magyezi, Minister for Local Government, over the creation of Kabale City.

In 2019, Kabale Municipality was listed among municipalities that would be elevated to city status in 2023, along with Moroto, Masaka, Soroti, and Wakiso.

However, last Sunday 12th February 2023, Musasizi told the people of Kabale Municipality to forget about the city’s status, as ministry officials met President Museveni and agreed to halt the creation of more cities and other administrative units.

According to Musasizi, the creation of more cities and other administrative units only benefits individuals politically.

But Magyezi says that the government has not yet taken a stand to change the resolution of Parliament that approved the creation of the cities and that cities including Kabale will soon start operations.

He emphasises that his ministry has no official communication indicating that there will be no more creation of more cities.

Since 2020, seven cities in Uganda have started operations, including Arua, Gulu, Jinja, Mbarara, Fort Portal, Masaka, and Mbale.

However, Musasizi’s announcement has left the residents of Kabale City confused about their city’s status.

Kabale City is expected to play a pivotal role in developing and promoting tourism in southwestern Uganda, as the city is surrounded by mountains and is home to a national park that attracts many visitors.

The creation of more cities is an essential part of the government’s plan to spur development across the country, as it is expected to attract investment, increase economic activity, and create jobs.

In response to Musasizi’s announcement, some Kabale residents expressed disappointment and frustration, saying that the city’s elevation to a city would help in promoting their business activities and attracting more investors.

It is uncertain how the disagreement between the two ministers will be resolved, but Kabale residents are hopeful that the government will follow through with its plan to elevate the municipality to city status.

With its beautiful landscape and strategic location, Kabale City has enormous potential for growth and development, and residents are eager to see their city join the ranks of other cities in Uganda that have already begun to experience the benefits of being elevated to city status.
