UGANDA, Kampala | Real Muloodi News | Abubaker Technical Services, a local construction firm, has secured the contract to rehabilitate the 41km Matugga-Kapeeka Road for USh217 billion. The roadworks, set to commence in August, are expected to take 24 months to complete.

During the signing ceremony held at the Uganda National Roads Authority (UNRA) headquarters in Kampala, Minister of Works and Transport, Gen Edward Katumba Wamala, emphasised the importance of delivering high-quality work.

He congratulated Abubaker Technical Services on winning the contract but reminded them of the challenge to prove themselves and set a positive example for other local contractors.

Minister Katumba urged the company to prioritise the delivery of a viable product over excessive profit. He stressed the government’s commitment to ensuring value for money and encouraged Abubaker Technical Services to invest in technical supervision and attention to detail during the project’s execution.

Addressing concerns from residents of Greater Luweero, an area historically significant for the National Resistance Army (NRA) and President Museveni’s rise to power, Minister Katumba assured that other roads in the region would also be upgraded.

The government aims to establish an efficient road network that connects districts and enhances service delivery.

Ms Allen Kagina, the Executive Director of UNRA, highlighted the significance of the Matugga-Kapeeka Road, which connects the Wakiso, Nakaseke, and Luweero districts.

She explained that the road’s poor condition, exacerbated by increased traffic to Namunkekera Industrial Park, necessitated its improvement and strengthening.

Under the project, the carriageway will be widened to a 3.5m lane with asphalt concrete wearing coarse. Additionally, 5km of town roads will be upgraded to improve local community connectivity, and accessibility to business, educational, and religious institutions.

Ms Kagina clarified that the majority of the project’s cost is allocated to civil works since the design maintains the existing alignment, minimising the need for extensive land acquisition.

UNRA’s in-house team will oversee project supervision. The project is expected to be substantially completed by the end of the defects liability period in June 2026. This allows for close monitoring of the finished works and rectification of any identified defects by the contractor at no additional cost.

Hajj Abubaker, Managing Director of Abubaker Technical Services, assured stakeholders of the company’s commitment to delivering quality work within the agreed timeframe.

He highlighted their investment in 69 new units of equipment and additional manpower to fulfil the contractual obligations successfully.
