Kampala Capital City Authority (KCCA) handles the operations of Kampala Capital City in Uganda. KCCA’s jurisdiction spans Central, Kawempe, Makindye, Nakawa & Rubaga divisions, and has a resident population of 1,516,210 million people.
The achievements of KCCA stand on a mandate to levy, charge, collect and fees and taxes, such as Property Rates, Ground Rent and Local Service Tax, among other revenue sources. In addition, the Authority must establish a clear link between payment/collection of taxes and the provision of services they finance.
Besides local revenue generation to strengthen service delivery, KCCA has attracted funding from international finances and development partners, such as the World Bank, African Development Bank, and European Union, among others.
Some of KCCA’s key accomplishments over the last ten years include:
Physical Planning
- Planted over 10,000 trees in the city
- Improved or restored 4500 square meters of green spaces
- Released Kampala Climate Change Strategy and is executing its ongoing implementation
- Reduced the approval time of building plans from 60 to 14 working days
- Created neighbourhood plans for Nakasero, Kololo, Makerere, and Mulago to ensure planned housing, trees, roads, and public transportation
- Numbered 88,576 properties
- Installed 585 house plates
- Installed 2599 street signs
- Named 360 roads
Transport And Infrastructure
- Installed responsive traffic lights at 21 junctions
- Installed 4988 (1560 solar) street lights
- Upgraded several roads to dual carriage
- Created the Drainage Master Plan
- Upgraded over 210 km of roads
Health Services
- Constructed two hospitals with 170 beds
- Opened a new health care centre in Bukoto
- Renovation of 6 health care centres in the city
- Recorded 100% child immunization
- Upgraded to category 1 of WHO standards
- Increased garbage collection facilities
- Established plastic collection sites
Education Services
- Constructed 151 classrooms
- Renovated 61 classrooms
- Established three public libraries
- Distributed 240 computers in city schools
- Supplied 1485 desks to over 22 schools
- Rehabilitated 50 teachers houses
- Improved school sanitation
- Cooking facilities implemented in 15 schools
Revenue Collection
KCCA reported the introduction of an electronic revenue system, eCitie, that eliminated cash collections. This has led to an increase of 190% in revenue collected.
Procurement
According to KCCA, they have “improved compliance to government and other donor procurement regulations, consequently scooping an 85.7% rating by PPDA.”
Gender, Community Services, and Production
- Constructed Wandegeya Market accommodating 1200 vendors
- Also, a 3-level market in Busega is under construction
- A Sunday market initiative was launched along Luwum street
- Established Kyanja Agricultural Resource Center to promote urban farming, which correspondingly supported over 3,000 urban farmers
- Trained 4000 youths in ICT and life skills
- Established group loan programs
- KCCA reports that over USh 2.7 billion has been loaned out, to benefit 3000 youths
- Equipped 14,000 young people and 65,000 community members with entrepreneurship skills and startup capital
Treasury Services
- KCCA also reports that “all KCCA assets increased by 1350% from UGX 45Bn (2011) to UGX 549Bn.”
- Successfully implemented Public Financial Management reforms.
Finally, Kampala City’s most expected festival is about to take place. KCCA further claims that this is the largest street party in East Africa, with over 3 million people attending each year.
The commendable achievements of KCCA in Kampala and are largely thanks to the support of its citizens paying taxes for the provision of services.
