Landlords in Hoima and Fort Portal Cities Refuse to Give Way to USMID Project

UGANDA, Hoima | Real Muloodi News | Property developers and Landlords in Hoima and Fort Portal Cities have refused to give way to the Uganda Support to Municipal Infrastructure Development (USMID) project, which has put road construction to a halt.

In February 2022, the process of tarmacking 4.28 kilometres of roads within Hoima City started with funding from the USMID phase 1. The China Railway 18th Group Limited received the UGX 30 billion contract, whose period of construction would last 18 months.

As of now, works that include widening of the roads, light grading and opening up of drainage structures, offshoots, drainage drifts, filling potholes, and clearing of top soils are ongoing in some parts of the targeted area.

However, most landlords are giving the constructors hard time as they are demanding compensation before construction of the roads can go on.

Sylvia Nalumaga, the Hoima City Deputy Mayor, revealed that the USMID project doesn’t cover the aspect of compensation and so the demands of the landlords could delay the road construction project.

Edward Kyaligonza, the Hoima City Council speaker, promised to meet the landlords so that the road construction goes on without interference.

One of the landlords, Mary Ruberantwale, complained that she was not involved from the beginning of the project.

Iddi Magezi, the Councillor in Hoima East Division, said that all efforts should be toward convincing the landlords to let the project go on within their areas because the construction of roads is for their benefit.

Meanwhile, in Fort Portal City, the UGX 20 billion project of rehabilitating Millane, Kabundaire Water Supply and Mugoma-Kahungabunyonyi roads stalled after a private developer sued the city authorities accusing them of threatening to destroy part of his house and grab his land.

Rogers Irumba, another private developer complained that he has never been approached by the city authorities concerning the use of part of his land and yet his property is titled.

Hamza Ali Mugisa another landlord disclosed that other landlords were compensated except him.

Edson Asaba Ruyonga, the Fort Portal City Mayor, revealed that the lack of cooperation from the private landlords is a threat to the multi-billion road construction project.
