Minister Urges RDC to Take Action on Disputed Mukono Land

UGANDA, Mukono | Real Muloodi News | The State Minister for Lands has instructed the Resident District Commissioner (RDC) of Mukono to intervene in a land dispute in the area.

In a letter dated May 17, Minister Sam Mayanja requested the RDC to arrest Ms Jamaawa Nantume, who is accused of inciting youth gangs to seize the land she allegedly sold to Dr Juventine Emuku and his wife, Dr Elizabeth Emuku, in 2008.

The minister’s letter urged the RDC to assess the damage caused and take legal action against Ms Nantume and her accomplices.

“Cause the arrest and prosecution of Ms Jamaawa Nantume and her agents she used to cause havoc on the property. Visit the locus in company [of] petitioners and assess the damage caused,” the minister’s letter reads in part.

The disputed land, located in Mpoma on Block 95, Plot 24, measures 8.89 acres in Mpooma Parish, Naama Sub-County, Mukono District.

According to the minister’s letter, Ms Nantume allegedly used hired individuals to invade the land, demolish houses, and take control of the property on April 26.

The Emuku couple reported the incident to the police and sought assistance from the minister’s office. They informed the minister that Ms Nantume had received full payment on January 29, 2009, but later claimed in court that she hadn’t been paid.

The RDC of Mukono, Ms Fatuma Nabitaka, was unavailable for a comment, but her deputy, Mr Mike Segawa, expressed interest in investigating the details of the case.

Mr Mike Segawa, said: “I came to Mukono last month. I will interest myself in finding out details on this file and then I can revert to you.”

Mr Baker Mugaino, the acting commissioner of Land Registration, issued a caveat on the disputed land on May 23, preventing any further transactions.

Attempts to reach Ms Nantume for comment were unsuccessful as she didn’t answer her phone.

Between May 2008 and January 2009, Dr Juventine Emuku and his wife purchased the land from Ms Nantume in two separate transactions.

The first transaction involved the purchase of six acres out of the total 8.9 acres, valued at USh36 million. In the second transaction, they bought the remaining 2.89 acres for USh17.5 million.

Payment documents indicate that the couple made payments in instalments, with the final payment being made on January 29, 2009.

“I Jamaawa Nantume of Nasuuti Mukono do hereby acknowledge receipt of Shs8 million from Emuku Juventine & Elizabeth Emuku of Kyaliwaja, Namugongo as the last payment of the purchase price. The last installment today adds to the whole total consideration of Shs53.5 million…” reads part of the last purchase agreement.

However, when the couple requested Ms Nantume’s passport photographs to process the land title, she refused, claiming that she had not been fully paid.

With the minister’s directive and the caveat issued by the acting commissioner of Land Registration, it is expected that the RDC and relevant authorities will investigate the dispute and take appropriate legal action.
