UGANDA, Kampala | Real Muloodi News | On September 2nd, parliament moved part of its staff to the Kingdom Kampala building on Nile Avenue, owned by Real Muloodi Sudhir Ruparelia.

The Clerk to Parliament, Adolf Mwesige, sanctioned some of his staff to make the move. According to Adolf’s communication, the move aims to “secure offices for the leadership of Committees, Members of Parliament with Disabilities, Elderly Members of Parliament and also add on the number of Committee rooms.”

For years, the parliament has been grappling with office space to accommodate the rising number of MPs and staff. 

MPs have been sharing offices since the parliamentary main building could only accommodate over 100 MPs, including the offices of the committee chairpersons and their vice, the Speaker and Deputy.

Because of congestion, the Parliamentary Commission secured office space at the nearby Kingdom Kampala building for the Members of Parliament for at least two years as they wait for the completion of the new chambers.

New parliamentary chambers are still under construction and, once completed, will accommodate about 600 MPs. 

The parliament expected the completion of their chamber this year. However, the COVID-19 epidemic interrupted plans.

According to Helen Kawesa, the Assistant Director of Communications and Public Affairs (CPA) in the parliament, the parliament will pay about USh 800 million monthly. 

In two years, the parliament would have spent over USh 19.2 billion on rent. However, several MPs have objected to shifting to Nile Avenue, prompting the Commission to allocate the space to the staff. Kingdom Kampala building is about 400 meters away from the Parliamentary building.

Among the staff expected to move to Sudhir’s building are those who occupied former committee rooms. 

These include staff from the Department of Litigation and Compliance, General Counsel to Parliament, Communication and Public Affairs.

Staff from the Department of Clerks, Budget Office, Corporate Planning and Strategy, Research Services, Legislative and Procedural Services, Administrative and Transport Logistics expect to shift.

This relocation, however, excludes Directors and Assistant Directors of the respective departments.

Adolf Mwesige has also directed that the Protocol Officers who have been occupying Office 114 on the 1st floor South Wing be allocated another office within the parliamentary main building to make that space available for Board Room meetings.
