UGANDA, Kampala | Real Muloodi News | In response to a widely circulated social media video by Ms Irene Nalwoga, alleging neglect in addressing her land dispute, the State House Anti-Corruption Unit (SH-ACU) has issued a press statement clarifying its involvement.
Ms Nalwoga’s video claimed that despite seeking assistance from various authorities, including the SH-ACU, she was forced off her land without resolution to her case.
Chronology of Events
According to the statement released by SH-ACU, on August 30, 2021, Ms Nalwoga lodged a petition with the unit against police officers in Kisubi.
She accused them of mishandling her case against Dr Sylvia Alinaitwe Tumuheirwe for trespassing on her “Kibanja” in Bugiri Kiwulure, Katabi Town Council, Wakiso District.
Investigation Findings
Upon investigation, the following key findings were established:
Property Purchase: Ms. Nalwoga purchased the “kibanja” measuring 50 by 100 feet on January 5, 2021, from Ms. Barbara Alapo.
However, the land was subject to a dispute with Dr Sylvia Tumuheirwe Alinaitwe and her husband, Eng. Henry Mwanika Alinaitwe, who claimed ownership based on a certificate of title for a larger parcel of land in which the “kibanja” was situated.
Estate Management: The disputed land was previously part of the estate of the late Henry Kyobe, managed by the Administrator General.
Illegality of Sale: Investigations revealed that the sale of the “kibanja” to Ms. Nalwoga by Ms. Barbara Alapo was illegal, as it lacked the necessary consent from the Administrator General, as required by law.
Refusal to Sign Agreement: The chairperson of LC1 Bugiri-Kiwulure Village, Mr David Kasujja, refused to sign the land sale agreement presented by Ms Barbara Alapo and Ms Irene Nalwoga, indicating doubts about the legitimacy of the transaction.
Legal Action Taken
Following the investigations, the case file was forwarded to the Director of Public Prosecutions (DPP) for guidance. The DPP concluded that there was no evidence of wrongdoing by the police officers at Kisubi.
The SH-ACU asserts that Ms Nalwoga’s claim of being neglected by state institutions is unfounded. They suggest that her case is of a civil nature and recommend that she pursue legal recourse through the court system.
