UGANDA, Hoima | Real Muloodi News | Parliament has greenlit a supplementary budget amounting to USh288.624 billion, allocating a significant portion of USh152 billion for the construction of Hoima City Stadium by the National Council of Sports, aimed at facilitating Uganda’s readiness to co-host the 2027 African Cup of Nations.

The approval of this budget comes as a crucial step forward in meeting the infrastructure requirements for hosting the prestigious tournament.

State Minister for Finance, Henry Musasizi, emphasised the necessity of this allocation, citing the urgency to commence construction to meet the Confederation of African Football’s deadline of December 31, 2025.

Musasizi clarified that the funds for the stadium’s construction would be drawn from the Petroleum Fund, ensuring financial sustainability and alignment with strategic national objectives.

The construction contract has been awarded to M/S Summa, enabling the timely commencement of the project.

In addition to the stadium funding, the supplementary budget includes allocations for various other initiatives.

Notably, USh132.634 billion has been earmarked for the purchase of shares in the East African Oil Pipeline (EACOP) by the Uganda National Oil Company (UNOC), aimed at meeting financial obligations related to the project.

Furthermore, an allocation of USh11.490 billion has been designated for the Embassy of Geneva to address post-NAM Summit activities, while USh2.5 billion has been allocated to bridge the operational budget shortfall for the Uganda Blood Transfusion Services.

Minister Musasizi emphasised the importance of timely disbursement of funds for critical projects like the EACOP and Hoima Stadium, highlighting their significance in advancing Uganda’s strategic interests and fulfilling international commitments.

The supplementary budget’s financing will be facilitated through savings from Wages, following an audit report on the Government’s payroll, resulting in savings of USh3.99 billion.

Additionally, withdrawals from the Petroleum Fund amounting to USh284.634 billion will support the proposed activities outlined in the supplementary schedule.
