UGANDA, Wakiso | Real Muloodi News | Because of alleged fraud, Mr Nabbamba, a seventy-year-old man, and his family, face eviction from their home in Buwate, Kira Municipality in Wakiso District. His family claims they have lived on the three-acre property for the last 45 years, and that the landlord is attempting to evict them unlawfully. 

Mr Nabbamba has accused his landlord, Mr Herbert Musoke Semakula, of selling the land to various people, even though his children had purchased it already. He said that the transactions were made “amid ongoing court cases now pending determination before the Supreme Court.” 

The seventy-year-old landowner said armed people threatened him and his family. Shaken by his encounter with the armed men, Mr Nabbamba explains he is scared and cannot work.

The Kampala metropolitan police have launched an investigation to determine the incidents of the eviction following Mr Nabbamba’s complaint. 

Mr Charles Mutungi, the commandant of the Police Land Protection Unit, appealed to the Kiira District Police Commander (DPC) and the Kampala Metropolitan Police commander to coordinate in resolving the issue. 

However, on June 14, Mr Mutungi wrote to the Kiira District Police Commander (DPC) stating that Mr Semakula and his agents had frequently attempted to evict Mr Nabbamba and his family, by taking advantage of the COVID-19 situation.

He said, “the DPC Kira Division should ensure that there is no eviction, demolition, and execution on ground as per the Chief Justice’s directives.”

Furthermore, the Minister for Lands, Housing and Urban Development, Hon. Judith Nabakooba said evictions during the lockdown are illegal. She explains that because courts are not fully operational, tenants cannot seek justice. 

She said, “it is wrong to evict people because the affected persons have nowhere to run to.” She added, “no tenant by occupancy should be evicted from their bibanja or the land they are in possession of during the COVID-19 lockdown.”
