Controversy Surrounds Acquisition of Anglican Church Land in Busoga

UGANDA, Kitugu | Real Muloodi News | Tensions rise in Busoga following allegations of irregular land allocation by the Anglican Church of Uganda Central Busoga Diocese along Namutumba-Bulange Road in Budongo Village, Namutumba Town Council.

The controversy involves the purported allocation of land to private developers for constructing lockups, sparking concerns among residents and church leaders.

Dr. Fred Kasiisa, head of the laity at St. Michael Church in Namutumba town council, voiced opposition to the allocation of land to Dr. Charles Ivaibi and 80 other private developers.

Dr. Ivaibi, chairperson of Christian men in Namutumba Archdeaconry, and also the Secretary of Namutumba District Service Commission, faced criticism alongside other developers.

Dr. Kasiisa emphasised that the land in question belongs to St. Michael Church, not the Central Busoga Diocese, and asserted that proper procedures were not followed in the allocation process.

He stated, “We are not against Dr. Ivaibi and development, but we are against the wrong procedure followed to acquire the land because not even the Bishop or Diocesan Secretary have the right to give out St. Michael Church land.”

The controversy dates back to early 2017 when plans to sell Church land were initiated, culminating in Bishop Patrick Wakula’s pronouncement on May 23, 2021, regarding the allocation of land to private developers.

However, allegations of irregularities arose, with Rev. Can Charles Wamukolo, the then Central Busoga Diocesan Secretary, raising concerns about the “forceful allocation of Church land to Mr. Ivaibi.”

Rev. Wamukolo highlighted issues of trespass and urged authorities to halt further developments pending proper consent from the Church of Uganda.

Despite these objections, reports indicate ongoing land allocations, raising questions about transparency and consultation within the Central Busoga Diocese.

Mr. Noah Kiire, chairperson of the Fathers’ Union at St. Michael Church, expressed dismay over the allocation process and questioned the Bishop’s stance.

Meanwhile, Mr. Paul Wako, a member of St. Michael Church leadership, reiterated the importance of consulting with the local church community before making decisions regarding Church land.

Responding to the controversy, Rev. Can Kemba, the Central Busoga Diocesan Secretary, affirmed the Diocese’s authority over land matters but refrained from further discussion, suggesting legal recourse for dissenting parties.

However, residents like Ms. Damalie Kawala emphasised the need for inclusive decision-making and respect for the rightful owners’ interests when developing Church land.
