UGANDA, Rubanda | Real Muloodi News | Rubanda District officials are mediating a contentious land dispute involving Hon. Prossy Akampurira Mbabazi, a parliament commissioner, and her husband Apollo Mbabazi.
Accusations from some locals claim that the commissioner’s family encroached over 15 meters into public land bordering their residence in Karegyere Parish, Muko Sub-county, Rubanda West Constituency.
Rubanda District became the centre of attention when allegations surfaced, accusing the family of Hon. Akampurira Mbabazi Prossy, who also serves as the Rubanda District Woman MP, of encroaching on public land.
The disputed area is adjacent to their residence in Karegyere Parish, Muko Sub-county, Rubanda West Constituency. The controversy prompted intervention by Rubanda District officials.
The Muko Sub-county chief, Rebecca Kehooda, and secretary for the Muko Sub-county land committee expressed concerns about altered boundaries of public land.
Kehooda, in her inspection on April 19 last year, claimed a significant difference from the current state. She accused the commissioner’s family of encroaching on government land.
Haruna Mutabazi and Steven Kamugisha supported Kehooda’s claims, adding allegations of collaboration to sell government land.
In response, Muko Sub-county chairperson Patrick Abeneitwe defended Hon. Prossy, asserting that the disputed land belonged to Jeffrey Bature.
Abeneitwe urged against divisive politics and emphasised the need for peaceful coexistence in Karegyere.
The dispute escalated with the removal of the former Muko Sub-county chairman, who was redirected to focus on the Rubanda Town Council.
Rubanda District’s physical planner, Timothy Niwebyona, questioned the motives behind the dispute, citing a recent community survey that did not yield any complaints.
Efforts to reach Jeffrey Baturine, the father-in-law of the commissioner’s family, proved unsuccessful during a community meeting.
Anger flared in Karengyere Trading Center when residents accused Hon. Prossy Akampurira Mbabazi of grabbing government land during a meeting led by Rubanda Chief Administrative Officer Alex Kwizera.
Akampurira, represented by her uncle-in-law, claimed ownership, stating the land had belonged to her “since time immemorial.”
Residents and authorities contested the claim, with accusations of tampering with boundaries to increase land size.
Erisa Bunyenyezi, an 85-year-old resident, contested Akampurira’s claim, stating the land was formerly used by the Ministry of Works.
Haruna Mutabazi, residing on the contested land, accused the commissioner’s family of destroying and rebuilding their fence to include government land.
Muko Sub-county Chief Rebecca Kehooda accused unidentified leaders of tampering with public land boundaries, highlighting a significant difference from her inspection on April 19, 2023. The commissioner’s family, she asserted, had encroached upon government land.
The dispute unfolded during the district’s attempt to process a land title, revealing the alleged encroachment.
Rubanda District Physical Planner Timothy Niwebyoona affirmed adherence to established procedures and guidance from the local land committee.
Despite attempts to reach Hon. Akampurira for comment, her phone calls remained unanswered. The incident has triggered public outrage and concerns about potential land grabbing by government officials.
The unresolved dispute awaits further investigation and a definitive resolution.
