UGANDA, Kampala | Real Muloodi NewsCranimer Sseviiri, a director at KimKam Property Masters Ltd, a company dealing in the buying and selling of real estate property, was allegedly severely injured on November 14, 2022, when two police officers allegedly shot at his car six times.

It is alleged that the incident left Sseviiri, the real estate dealer with significant injuries, including severe damage to his intestines and kidneys, and a loss of many bodily functions.

Sseviiri claims that currently he requires the aid of two catheters to pass urine and is undergoing dialysis treatment at Mulago National Referral Hospital three times a week, for USh150,000 per session.

Sseviiri’s injuries are said to necessitate a kidney transplant, and that he continues to suffer from severe health issues, including the inability to walk without support.

The real estate dealer also reported that he lost cash and land titles during the incident.

Background

On September 6, 2022, Sseviiri bought a kibanja interest in an acre of land at Kitetika Village, Mutuba I Sub-county, Wakiso District, on behalf of KimKam Property Masters Ltd, a real estate company.

He paid 50% of the agreed USh50 million for the land. Between September 6 and November 14, Sseviiri was approached by Mark Bitarabeho, who claimed ownership interest in the same land on behalf of himself and others unknown to Sseviiri.

After conducting due diligence on the documents of title presented by Bitarabeho, Sseviiri was advised by the Wakiso Lands Office that the title was a forgery and had been withdrawn from the register.

On November 14, Sseviiri left his home for work when he encountered a blue police van (known as a ‘drone’) and a Toyota Carib car moving in the opposite direction.

He alleges that the two vehicles slowed down while passing him. Noticing the occupants in the police van, including ACP Gerald Twishime and Bitarabeho, Sseviiri alleges the Toyota Carib turned around and began following him.

After hearing a gunshot, Sseviiri’s car tyres were shot, and he stopped his car. He claims that at close range, two police officers shot at him, firing about six gunshots and hitting him in the upper leg and abdomen.

Sseviiri is said to have lost consciousness and was admitted to St Stephen’s Hospital in Mpererwe, where he received first aid.

Following the incident, Sseviiri underwent several medical procedures, including surgeries to remove bullets and address injuries to his lower thigh and scrotum.

He was examined by a police surgeon, who concluded his injuries were caused by gunshots and required specialised medical and surgical attention.

Sseviiri underwent various medical procedures, including a Hartmann’s colostomy surgery and another to remove necrotising tissue.

Further medical treatments at Kampala Hospital and Mulago National Referral Hospital included procedures to resolve obstructive uropathy, insert catheters, and treat other injuries.

Accusations and Petition

Sseviiri, through his lawyers, accuses three police officers involved in the incident: ACP Gerald Twishime, Detective Constable Ibrahim Hassan Kisasaio, and SPC Godfrey Semujju.

He alleges ACP Twishime refused to arrest the suspects and that SSP Adam Mulondo Kakaire, DPC of Kasangati Police Division, did not take appropriate action.

SSP Mulondo stated that he took the expected actions before the case was taken over by his superiors. ACP Twishime did not respond to repeated calls for comment.

Sseviiri’s petition to President Museveni seeks disciplinary action against suspects ACP Twishime and SSP Kakaire.

In a letter seen by this publication, Sseviiri appeals to the president, expressing concerns for his safety and the continuation of the suspects’ active service with access to firearms.

This petition asks President Museveni to order police disciplinary proceedings against ACP Twishime and SSP Kakaire for their alleged involvement in Sseviiri’s current situation.
