UGANDA, Pader | Real Muloodi News | Tensions rise in Pader District as officials dispute the handling of USh365 million land rent fees paid by Pura Organic Agrotech Limited. Sub-county leaders accuse the Pader District Executive Committee (DEC) and former Chief Administrative Officer (CAO), Robert Adebuason, of diverting the funds, sparking a heated debate over transparency and accountability.

Stephen Freddy Okello, Angagura sub-county chairperson, alleges that the district failed to remit the 65 per cent share due to sub-counties as required by law.

He claims that the land rent fees were received without consultation, raising concerns about procedural irregularities.

In a letter addressed to Pader RDC, Okello questions the legality of the fund allocation, citing violations of the Local Government Act.

Dickson Ojok, Angagura sub-county councillor V, raises additional concerns about the lack of consent from the immediate landlord, emphasizing the need for community engagement in land leasing decisions.

He warns of resistance to tax collection unless the district fulfils its financial obligations to the sub-counties.

However, the Ker-Kwaro Acholi leadership, represented by Rwot David Onen Acana II and the Payira clan, disavows any involvement in the land leasing process, distancing themselves from Pura Organic Agrotech Limited and the funds transferred to the district.

They pledge to investigate the alleged misappropriation of funds, underscoring the importance of adherence to legal and customary land tenure systems.

Responding to the allegations, Robert Adebuason denies any wrongdoing, stating that the funds remain in the district account.

He refutes claims of embezzlement, asserting that the Angagura sub-county chairperson is entitled to his opinion but maintains the district’s compliance with legal requirements.

Justine Ocen, Pader District vice chairperson, defends the district’s actions, stating that the land leased to Pura Organic Agrotech Limited falls under district jurisdiction.

He clarifies that the funds will be used for designated purposes outlined in the district council policy, emphasizing the district’s prerogative in allocating resources.

The dispute stems from the leasing of 3,500 hectares of land to Pura Organic Agrotech Limited in December 2023.

Despite legal challenges raised by local stakeholders, including Rtd Justice Galdino Moro Okello and Rtd Bishop Macleod Baker Ochola II, the district proceeded with the lease agreement.

As tensions escalate, former and current legislators, including Samuel Odongo Otoo and Santa Okot, condemn the district’s actions, threatening legal action to address the contentious land leasing issue.
